MATCHING PLAN <br />Matching requirements of federal programs, such as HOME, will be satisfied with non-federal <br />sources. The HOME Program requires a 25 percent match to HOME-assisted projects. Eligible <br />sources of match include the value of waived fees, value of donated land, and cash from a non- <br />federal source such as Redevelopment Housing Set-Aside funds. <br />PUBLICLY-OWNED LAND <br />There is no City or Redevelopment Agency owned land as of now that will be utilized for <br />affordable housing. The City or the Agency may consider purchasing land, which would be <br />"banked" for a housing project this fiscal year or in the near future. <br />PART II. ACTIVITIES TO BE UNDERTAKEN <br />INTRODUCTION <br />This section of the Action Plan includes the programs and activities that the City of San Leandro <br />will carry out to implement its FY 2005-09 Housing and Community Development Strategic <br />Plan, under the HUD Consolidated Plan, during the next fiscal year. <br />Table 1, "FY 2005-06 HUD Annual Action Plan: CDBG and HOME Funds," summarizes how <br />and where the City recommends allocating its available CDBG and HOME funds to in order to <br />implement the FY 2005-06 Action Plan. Exhibit A, "Proposed Projects," lists each project or <br />activity which will receive CDBG funds in FY 2005-06. Exhibit B, "CDBG Funding Sources" <br />summarizes CDBG revenues and the amount allocated to proposed projects this fiscal year. <br />This section also includes a description of how the City will ensure geographic distribution of its <br />resources, the process by which assistance will be distributed in the case that an activity location <br />is currently unknown (e.g., residential rehabilitation programs), activities benefiting homeless <br />and other special needs populations, and other local or State programs being used to further the <br />City's housing and community development goals. <br />CITIZEN PARTICIPATION <br />Notice of a summary and the availability of the Draft FY 2005-06 Annual Action Plan for 30 day <br />public comment was published in a locally circulated newspaper on February 19, 2005.
