IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2005-068 (3057) <br />RESOLUTION APPROVING FINDINGS FOR <br />VESTING TENTATIVE MAP TRACT 7579 <br />14953, 14969, 14981-14985 WASHINGTON AVENUE <br />(ADJACENT TO THE INTERSTATE 880 FREEWAY <br />AND OPPOSITE SPRINGLAKE DRIVE) <br />ASSESSOR'S PARCEL NOS. 77B-1120-1-1, 77B-1120-4, 77B-1120-5, AND 77B-1120-6 <br />J.B. EAST BAY DEVELOPMENT CORPORATION (APPLICANT) <br />BAMMER TRUST, M. PENA, SANACT INC. (PROPERTY OWNERS) <br />Findings <br />The City Council of the City of San Leandro finds that the proposed map, together with the provisions <br />for its design and improvements, are as follows: <br />A. The proposed map will be consistent with the General Plan Land Use Map, amended June 6, <br />2005, in that it provides for a clustered residential development (townhouses) in what has <br />been designated in the General Plan as a "Medium Density" land use area. The actual low- <br />medium density residential development would be compatible with the immediate residential <br />zoning in the Washington Avenue and Springlake Drive area. The proposed plan carries out <br />General Plan Policies 2.05, 3.01 and 3.04 which is to ensure infill development are <br />compatible with existing residential development, to encourage a mix of residential <br />development types in the City, including single-family homes on a variety of lot sizes, as <br />well as townhomes, row houses, live-work units, planned unit developments and multi- <br />family housing and to encourage infill development on vacant or underused sites within <br />residential areas, respectively. The City Engineer has also determined that Tentative Map <br />7579 is also consistent with the City's Subdivision Ordinance. <br />B. The design and improvements of the proposed subdivision are consistent with the General <br />Plan in that it includes an orderly division of a parcel which is adequately served by streets <br />and with drainage for the townhouse development. <br />C. The site is physically suitable for residential townhouse development in that a fair amount of <br />the site is relatively flat. This site area would accommodate the proposed townhouse <br />development. There are no known problems regarding cultural, historical or scenic aspects. <br />Soil stability will be reviewed thoroughly prior to issuance of building permits. A mitigation <br />monitoring plan to address hydrology, hazardous materials, noise, traffic and utilities on the <br />site will be implemented. <br />D. The proposed low-medium density of development of approximately one dwelling unit per <br />4,266 square feet (10.2 units/acre) will be compatible with the adjacent low residential <br />density development to the north and the east. <br />
