The current <br />adopted fees were based on 1998 land values and 2000 State Department of Finance persons per <br />household occupancy rates. Since then, land values have significantly increased along with <br />person per household occupancy rates. These structural changes necessitate the adjustment of <br />park development impact fees as allowed by its enacting resolution. <br />Staff recommends adoption of the revised Park Facilities Development Impact Fees to reflect the <br />increase in land values, improvement costs, and occupancy rates for future development within <br />the city of San Leandro. <br />BACKGROUND <br />San Leandro requires the dedication of park land or payment of an in-lieu fee under provisions of <br />the California Government Code, commonly referred to as the Quimby Act. The Act establishes <br />procedures for cities and counties to require the dedication of park land or payment of fees in- <br />lieu of dedication of park land for residential development. The Quimby Act establishes a range <br />of 3 to 5 acres of park land per 1,000 residents. <br />On May 15, 2000 by Resolution 2000-64, the City Council adopted the Park Facilities <br />Development Impact Fee based on the San Leandro Park Impact Fee Study prepared by Hausrath <br />Economics Group (Attachment 1). The study by Hausrath Economics Group established the <br />nexus for the fee and recommended a park facilities development impact fee of $4,259 per new <br />single-family residential unit, and $3,400 per new multi-family residential unit. These fees were <br />based on a 1998 land acquisition and development value of $346,348 per acre and a park land <br />standard of 4.86 acres of property for each 1,000 residents. Currently the City's fees for single- <br />family and multi-family residential units are $4,785 and $3,820 respectively. <br />
