IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2005-070 (2997) RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD (CIWMB) FOR USED OIL GRANT FUNDS WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used coil; and WHEREAS, the California Integrated Waste Management Board (CIWMB) has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by cities and counties under the program; and WHEREAS, the City of San Leandro will enter into an agreement with the State of California for implementation of used oil programs; and WHEREAS, procedures established by the CIWMB require the grant applicant to certify by resolution the approval of said application; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Leandro authorizes the submittal of a grant application to the California Integrated Waste Management Board for all available grants under the California Oil Recycling Enhancement Act for the period of five years. BE IT FURTHER RESOLVED that the Public Works Director or his/her designee is hereby authorized and empowered to execute in the name of the City of San Leandro all necessary applications, contracts, payment requests, agreements and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
