POLICIES AND ACTIONS <br />PROGRESS <br />Action 53.03-C: In-Lieu Fees for Affordable Housing <br />Establish an official City policy on the payment of in-lieu fees as an alternative to meeting <br />the City or Redevelopment Project Area inclusionary housing requirements on-site. While <br />the City encourages inclusionary units to be provided on-site, this may not be feasible in <br />all instances (for instance, when the project contains fewer than 10 units). Formal criteria <br />or findings for allowing in-lieu fees should be established and a consistent formula or <br />method for determining the fees should be developed. <br />Policy 53.04 SITE ASSEMBLY IN REDEVELOPMENT <br />AREAS <br />Actively work with willing property owners to <br />assemble underutilized parcels within <br />redevelopment project areas to create more viable <br />sites for future housing development. <br />City staff typically looks at the <br />potential for and actively encourages <br />the possibility of site assembly when <br />reviewing development proposals. <br />Policy 53.05 NEW RENTAL HOUSING <br />Strongly encourage the development of additional <br />rental housing in the City, including both market <br />rate units and affordable units. <br />The City encourages new rental <br />housing of all types to meet San <br />Leandro's diverse housing needs <br />such as recently completed <br />Broadmoor Plaza and Fuller Gardens <br />projects described below in Action <br />53.05-A (Also see Highlights). <br />Action 53.05 - B: The City recently <br />issued an RFQ to experienced <br />nonprofit housing developers to help <br />manage and possibly develop <br />affordable housing at the Islander <br />Motel (See Highlights section). <br />Action 53.05 - C: The sites <br />discussed in 53.05-C were included <br />in the Feb. 2001 Redevelopment Plan <br />Amendment for the Plaza Project <br />Area and now allow mixed use <br />projects including higher density <br />residential uses.
