Table 2 shows that most applications for new development reflect San Leandro's built out <br />condition and reveals that most developments are small-scale in nature. All projects arel7 units <br />or smaller. One 43-unit project, not shown on this list of approved projects, was recently <br />approved by the City Council. Most of the remaining applications reflect additional single family <br />homes or duplex construction. <br />III. HIGHLIGHTS OF HOUSING ELEMENT IMPLEMENTATION AND SAN <br />LEANDRO'S EFFORTS TO ADDRESS GOVERNMENTAL CONSTRAINTS TO <br />HOUSING PRODUCTION <br />The Housing Function in San Leandro -The City is very involved with housing related <br />programs, activities and the processing of development applications. The Community <br />Development Department is the lead department for implementing the City's housing policies <br />and receives key support from the Office of Business Development as it relates to housing <br />proposals within existing Redevelopment project areas. <br />Within the Community Development Department, the Housing Services Division oversees <br />housing programs and works on many housing-related activities. The Planning Services Division <br />processes development applications and provides additional assistance in housing policy <br />development. The Office of Business Development, which is overseen by the City Manager's <br />Office, administers the City's Redevelopment Agency function and closely works with the <br />Community Development Department on a number of housing activities. The Office of Business <br />Development provides technical assistance in matters concerning Redevelopment project areas. <br />The Community Development Department and Office of Business Development collaborate and <br />coordinate on a variety of activities including working with the development community on <br />housing proposals, especially affordable housing developments; conducting outreach efforts to <br />the community; providing a variety of technical assistance to developers and prospective housing <br />program clients; and providing liaison staff support to other outside agencies. <br />The Housing Division focuses its efforts on administering and monitoring CDBG, HOME and <br />Redevelopment Housing Set-Aside programs and activities. These activities include new <br />affordable housing projects, the Single Family Residential Rehabilitation Program and the First- <br />Time Homebuyers Program. In addition, the Housing Services Division administers the newly- <br />enacted Inclusionary Zoning Ordinance to ensure that developers are in compliance with the <br />provision of affordable units for any new residential development. Furthermore, the Housing <br />Services Division serves as the City's primary resource for affordable housing information. <br />Highlights in a Nutshell - A variety of tasks and accomplislunents relating to the Housing <br />Element were completed between 1999 through the end of calendar year 2004. These <br />accomplishments include work on creating a new inclusionary housing and density bonus <br />ordinance; adoption of a Housing Strategy 2003-2006, completion of two affordable housing <br />developments that serve very-low income seniors and the developmentally disabled; completion <br />Year 2004 Annunl Housing Progress Report 4 City Of Sari Leandro <br />
