IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2005-111 (3068) RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO CONSENTING TO THE USE OF REDEVELOPMENT AGENCY FUNDS AND APPROVAL OF PLANS AND SPECIFICATIONS AND CALL FOR BIDS FOR DAMS STREET/EAST 14TH STREET LIGHTING AND PEDESTRIAN IMPROVEMENTS, PROJECT NO. 03-961-83-062 Recitals WHEREAS, California Redevelopment Law at Health and Safety Code Section 33445 provides that a redevelopment agency may, with the consent of the legislative body, pay all ar a portion of the cost of the construction of any building, facility, structure, or other improvement, which is publicly owned either within or without the project area; and WHEREAS, on December 5, 2002, the Redevelopment Agency of the City of San Leandro (the "Agency") issued $15,935,000 in Tax Allocation Bonds for the Plaza Redevelopment Project Area to assist in financing, in part, the Davis Street/East 14th Street Lighting and Pedestrian Improvement project; and WHEREAS, the Agency has made the findings required by section 33445 and has determined that no other means of financing the installation of the Davis Street/East 14th Street Lighting and Pedestrian Improvements project is available to the community in that the only other possible source of funding is through the use of the City's General Fitnd, which is pledged for the provision of essential city services for the residents of the City. WHEREAS, the City Council of the City of San Leandro has reviewed and considered the Categorical Exemption prepared for the Davis Street!East 14th Street Lighting and Pedestrian Improvements, Project No. 03-961-83-062, and any comments received, and hereby finds that the project will not have a significant effect on the environment; and
