SECTION XV <br />BOARDS AND COMMISSIONS <br />APPOINTMENTS, TERMS, METHOD <br />The members of each of such boards or commissions shall be appointed by the Council. <br />They shall be subject to removal by the Council without cause, notice or hearing. <br />Board and Commission members, except Youth Advisory Commission Members, shall <br />hold office commencing from the date of appointment until their respective successors <br />are appointed and qualified. The terms of Board and Commission Members shall <br />terminate upon the expiration of the regular term of the Mayor or Council Member <br />representing a Council Member District or at-large position from which the Board or <br />Commission Member was appointed. Youth Advisory Commission Members shall hold <br />office for one (1) year and until their respective successors are appointed and qualified. <br />Youth Advisory Commission Members 'may be appointed for up to four (4) consecutive <br />terms. A vacancy shall be filled by appointment for the unexpired remainder of the term. <br />(San Leandro Municipal Code, Section 1-3-I1 S) <br />Newly-elected Council Members or anewly-elected Mayor may begin circulating the <br />applications of individuals to be considered for_nomination to board and commission <br />positions after they officially assume office. <br />The application of an intended nominee shall be distributed to all members of the Council <br />at least 10 days prior to the scheduling of the nomination on the City Council agenda. <br />Once the nomination is approved by the City Council, a resolution of appointment of the <br />Member will be scheduled for adoption at the next regular City Council meeting. <br />In the interest of ensuring that City Boards and Commissions are operating effectively <br />and that all areas of the City are represented as recommendations and decisions are being <br />made, the City Councilmembers will use their best efforts to fill Board and Commission <br />vacancies within 60 days after such vacancies occur. <br />Additionally, after the seating of a new City Council following a municipal election, <br />Councilmembers will use their best efforts to make new appointments or reappointments <br />within 60 days. To assist the Council in making its appointments, the City Clerk will <br />collect all current applications and forward them to the appropriate Councilmembers <br />immediately after the new Council is seated. As additional applications are received <br />during this period, they will be forwarded to the appropriate Councilmember immediately <br />upon receipt until all appointments and reappointments have been made. <br />At the City Council meeting that occurs on the first Monday 60 days after a new Council <br />is seated, the City Clerk will schedule an agenda item on the subject of unfilled Board <br />and Commission appointments at which time the City Council will discuss such <br />remaining vacancies. There will be no penalty assessed against any Councilmember who <br />has not made such appointments within the 60 days. <br />
