IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2005-134 (3071) RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO CONSENTING TO THE USE OF REDEVELOPMENT AGENCY FUNDS, AWARD OF CONTRACT TO FLUORESCO LIGHTING AND SIGNS, AND APPROPRIATION OF FUNDS FOR THE HISTORY WALK SIGNAGE PROJECT, PROJECT NO. 04-961-83-061 Recitals WHEREAS, California Redevelopment Law at Health and Safety Code Section 33445 provides that a redevelopment agency may, with the consent of the legislative body, pay all or a portion of the cost of the construction of any building, facility, structure, or other improvements which is publicly owned either within or without the project area; and WHEREAS, on December 5, 2002, the Redevelopment Agency of the City of San Leandro (the "Agency") issued $15,935,000 in Tax Allocation Bonds for the Plaza Redevelopment Project Area to assist in financing, in part, the History Walk Signage Project; and WHEREAS, the City of San Leandro (the "City") did, solicit proposals for construction of the History Walk Signage Project and on or before August 6, 2005, four said proposals were submitted to the Engineering and Transportation Director of the City who has recommended that the proposal hereinafter mentioned is the most qualified for doing said work. WHEREAS, the Agency has made the findings as required by Section 33445 and has determined that no other means of financing the installation of the History Walk Signage Project is available to the community in that the only other possible source of funding is through the use of the City's General Fund, which is pledged for the provision of essential city services for the residents of the City.
