• The design work for the Bonaire Park renovation project was completed September 2004.
Bids were open in October 2004, and a contract awarded on October 7. Construction
began in December 2004. Ninety percent (90%) of construction was completed by
June 30, 2005, and the park re-opened to the public in July.
^ At all of the above parks, play equipment was upgraded to meet child safety and
Americans with Disabilities Act (ADA) requirements; tiny tot areas were fenced
to increase child safety; play areas and picnic grounds were renovated; ramp and
sidewalks were improved; new seating areas, trees, and trash receptacles were
installed; concrete pathways were reconstructed; and, other landscaping and
irrigation were improved.
• Amulti-purpose Senior Citizens Center will be constructed in a centrally located and
accessible site on East 14th Street, which is a major public transit corridor next to the San
Leandro Hospital. The project is currently in the land acquisition process between the
City and the property owner. The City anticipates the close of escrow by fall 2005. Prior
to construction, demolition of existing vacant buildings will follow property acquisition.
Goal C: Expand Economic Opportunities
• Much of the funding from the MacArthur Boulevard Commercial Improvement Program
was re-directed to the proposed Senior Center. Redevelopment Set Aside Funds may
potentially be used for commercial design assistance in the future.
• The Gateway to the East Bay Initiative, begun in 1997, was funded with CDBG,
Economic Development Initiative (EDI)-Special Project, and General Funds under the
Oakland/San Leandro Joint Revitalization Plan. Projects included (1) airport area
improvements, (2) employment, (3) commercial revitalization, and (4) neighborhood
appearance. The Airport Gatewayproject was designed in part to encourage economic
development at the Oakland Airport and in the airport gateway areas. Because the
Oakland International Airport is a major gateway to the East Bay, this project serves as a
major stimulus to local economic development efforts. Using EDI funds, Doolittle Drive
and the Airport Access Road are in pre-construction, with 90% of the construction
drawings completed.
Draft Consolidated Anneal Performance and Evaluation Report: FY2004-2005
City of San Leandro
Page 11
