A.03-11-001 CPSD/RWC/RST/ATM/vdl <br />2. The City requests authority, under Public Utilities Code Sections 1201- <br />1205, to convert the existing private crossing at Hudson Lane across the tracks of <br />the UPRR to a public crossing, identified as CPUC Crossing No, 004-15.70. <br />3. Public convenience and necessity require the reclassification of the crossing <br />at Hudson Lane in Alameda County. <br />4. The City is the lead agency for this project under CEQA, as amended. <br />5. The City determined this project to be categorically exempt from the <br />requirements of CEQA, pursuant to CEQA Guideline Section 15301(f). <br />6. The Commission is a responsible agency for purposes of CEQA review. <br />Conclusions of Law <br />1. The application is uncontested and a public hearing is not necessary. <br />2. We adopt the City's finding that the project is exempt from CEQA <br />pursuant to CEQA Guideline Section 15301(f). <br />3. The application should be granted as set forth in the following order. <br />O R D E R <br />IT IS ORDERED that: <br />1. The City of San Leandro (City) is authorized to convert the existing private <br />at -grade highway -rail crossing (crossing) at Hudson Lane across the tracks of the <br />Union Pacific Railroad Company (UPRR) to a public crossing at the location as <br />shown on the plans attached to the application, identified as CPUC No. <br />004-15.70. <br />2.
