1N THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2004-023 (1009/3005) <br />RESOLUTION APPROVING FIIVDINGS FOR <br />TENTATIVE MAP, TRACT 7452; 1057 MACARTHUR BOULEVARD <br />SUBDNISION AT THE WEST SIDE OF MACARTHUR BOULEVARD <br />NORTH OF SAN LEANDRO CREEK <br />ASSESSOR'S PARCEL NUMBERS 76-350-9 <br />Findings <br />The City Council of the City of San Leandro finds that the proposed map, together with the <br />provisions for its design and improvements, are as follows: <br />A. The proposed map will be consistent with the General Plan in that it provides far a <br />mixed-use project along what has been designated in the General Plan as a mixed-use <br />corridor. The existing General Plan designates the site as a "Mixed Use Corridor". This <br />designation includes a mix of commercial and residential uses oriented in a linear <br />development pattern along major transit-served arterials. Development should be <br />desigried to encourage walking and bicycle use, and should be sufficiently dense to <br />support increased transit services along the corridors (General Plan, p. 3-12). In addition, <br />goals of the Housing Element are fulfilled as the project will provide one for-sale <br />affordable home. The City Engineer has also determined that Tentative Map 7452 is also <br />consistent with the City's Subdivision Ordinance. <br />B. The design and improvements of the proposed subdivision are consistent with the General <br />Plan in that it includes an orderly division of parcels which are adequately served by <br />streets and with drainage for the mixed-use development. <br />C. The site is physically suitable for residential and retaiUoffice development in that it is <br />relatively flat, and there are no known problems regarding cultural, historical or scenic <br />aspects. <br />D. The proposed density of development of approximately one dwelling unit per 3,000 <br />square feet (13.5 units/acre) will be compatible with adjacent existing low-density single- <br />family development to the west. <br />E. The design of the subdivision or proposed improvements is not likely to cause substantial <br />environmental damage or substantially and avoidably injure fish or wildlife or their <br />habitat. Due to the site's proximity to San Leandro Creek, several agencies, including <br />California Department of Fish and Game, and Alameda Flood Control have been <br />involved in reviewing the development project and have determined, with <br />implementation of adopted mitigation measures (approved with project), no significant <br />impacts are anticipated. <br />
