EXHIBIT A <br />SCOPE OF SERVICES <br />The following list of tasks will be completed in the development of the East 14th Street North Area Study by <br />Study Area <br />East 14th Street between Davis Street to the south and Durant Avenue to the north. <br />Develop Goals and Policies: <br />1. W-Trans will work with City staff and receive input from the public to develop goals and policies <br />that will provide the framework for the study recommendations. <br />2. W-Trans will review other planning documents to incorporate applicable goals and policies. These <br />other documents include but are not limited to the General Plan, the E. 14th Street South Area <br />Study, and AC Transit's Bus Rapid Transit proposal. <br />Background Data and Existing Conditions <br />3. W-Trans will collect and obtain data related to traffic conditions in the corridor and conduct analysis <br />to evaluate the existing transportation conditions. The analysis shall include the following: <br />• Average daily traffic volume <br />• Turning movement counts as needed to evaluated level of service <br />• Average travel speed -Peak hour travel speed <br />• Average travel delay -Peak hour travel delay <br />• Gap availability at side streets during peak hours <br />• Queuing issues <br />• Traffic safety -collision analysis <br />4. W-Trans will compare the existing transportation conditions with data collected from the previous <br />East 14th Street configuration. The City will provide the raw data from the previous configuration to <br />W-Trans. This comparison will involve identifying various measures of effectiveness and <br />discussion on compatibility with goals and policies. <br />Develop Recommendations and Concept Plan for Improvements <br />At least three (3) alternatives will be developed as part of the process. One will include the status quo, one <br />will evaluate the previous geometrics and there will be at least one new alternative. <br />5. W-Trans will provide graphics that illustrate the existing and previous geometry of East 14th Street <br />using City provided aerial images. The graphics shall identify the following: <br />• Roadways and traffic control <br />• Driveways <br />• Parking areas and restricted parking areas <br />• Lane configuration <br />• Pedestrian crossing locations <br />• signage <br />• Major activity centers and land uses <br />Whitlock & Weinberger Transportation, Inc.
