monetary penalty if it is determined that the owner has not met the conditions of the <br />contract. The City may also limit the number of contracts per tax year. <br />Real Property Transfer Tax <br />The real property transfer tax is a .6% tax that is paid when a property is sold. The City <br />can waive this tax in exchange for execution of a recorded agreement that commits the <br />new property owner to keep the property on the historic register for a minimum of five <br />years after the sale of the property. <br />State Historic Building Code <br />The State Historic Building Code was developed to assist historic buildings to meet <br />safety guidelines without losing their historical integrity. It allows the Chief Building <br />Official to be more flexible when considering what upgrades are necessary for an older <br />building. The use of the Historic Building Code would be limited to those buildings on <br />the historic register and is applicable once a building is formally listed. <br />Fast-Tracking ofProjects <br />Properties on the historic register would be given special consideration when applying for <br />planning or building permits. Staff would accelerate the review of these projects to the <br />extent possible. This could apply to projects on a historic property other than exterior <br />changes to a designated historic structure, including interior work not subject to review <br />under the City's Historic Preservation Ordinance and work on non-historic structures. <br />
