Objective 4: Reduce housing discrimination <br />Activities: <br />The City proposes to accomplish this activity through a RFP process to select <br />an agency that will provide fair housing services within San Leandro. This <br />includes responding to inquiries and complaints and assisting residents in <br />filing complaints with the State or federal government. This activity will be <br />funded using the CDBG Administration funds, listed under `Administration' <br />section. <br />Problems between landlords and tenants will be resolved through counseling. <br />The City plans to issue a RFP to contract with an agency specialized in <br />providing landlord-tenant counseling services for low-income households to <br />achieve this goal. A maximum of $40,000 from CDBG `Public Service' dollars <br />will be used to fund this program. <br />• The Rent Review Board provides reconciliation services to landlords and <br />tenants with rent increase complaints. The program is managed by the <br />Housing Services Division and will be funded from the City's General Fund. <br />• Homeless Needs Objectives: <br />The Homeless Needs Objectives address the needs of the homeless population in San <br />Leandro identified in the 2000-05 Consolidated Plan. These are as follows: <br />Objective ~ : Improve the current capacity of the housing and shelter system, expand <br />transitional and permanent supportive housing, and provide services to <br />homeless individuals and families, including integrated health care, <br />employment services and other supportive services <br />Activities: <br />City will fulfill this objective by funding agencies, which will maintain the level of <br />services provided to homeless families. In the past, this was accomplished by <br />funding agencies such as Building Futures with Women and Children and the <br />Davis Street Family Resource Center. <br />Use HOME funds for Tenant Based Rental Assistance (Linkages Program) <br />through Allied Housing and providing homeless services.
