Objective 4: Reduce housing discrimination Activities: The City proposes to accomplish this activity through a RFP process to select an agency that will provide fair housing services within San Leandro. This includes responding to inquiries and complaints and assisting residents in filing complaints with the State or federal government. This activity will be funded using the CDBG Administration funds, listed under `Administration' section. Problems between landlords and tenants will be resolved through counseling. The City plans to issue a RFP to contract with an agency specialized in providing landlord-tenant counseling services for low-income households to achieve this goal. A maximum of $40,000 from CDBG `Public Service' dollars will be used to fund this program. • The Rent Review Board provides reconciliation services to landlords and tenants with rent increase complaints. The program is managed by the Housing Services Division and will be funded from the City's General Fund. • Homeless Needs Objectives: The Homeless Needs Objectives address the needs of the homeless population in San Leandro identified in the 2000-05 Consolidated Plan. These are as follows: Objective ~ : Improve the current capacity of the housing and shelter system, expand transitional and permanent supportive housing, and provide services to homeless individuals and families, including integrated health care, employment services and other supportive services Activities: City will fulfill this objective by funding agencies, which will maintain the level of services provided to homeless families. In the past, this was accomplished by funding agencies such as Building Futures with Women and Children and the Davis Street Family Resource Center. Use HOME funds for Tenant Based Rental Assistance (Linkages Program) through Allied Housing and providing homeless services. This program will be directly funded by the HOME Consortium.
