Objective 2: Preserve existing supply of affordable housing <br />Activities: <br />• Through the single-family housing rehabilitation program, the Redevelopment <br />Agency will provide loans to at least nine households for rehabilitation of single- <br />family homes using $300,000 from the Redevelopment Housing Set-Aside Fund. <br />• The minor home repair program and other rehabilitation grant programs are <br />expected to provide loans to 20 families depending on the extent of the repairs. <br />$100,000 would be funded for the program from the Housing Set-Aside fund for <br />housing rehabilitation. <br />Objective 3: Assist low and moderate income first time homebu,rers <br />Activities: <br />• The First Time Home Buyers Program will assist 10 families to purchase a home <br />through down payment assistance utilizing $200,000 Housing Set-Aside Funds. This <br />program works closely with the Below Market Rate (BMR) Home Ownership <br />program, an inclusionary housing requirement within Redevelopment Areas. The <br />City will be considering a citywide inclusionary housing policy to replace the existing <br />BMR requirements. <br />• The $316,000 HOME funds plus $330,000 carry over money will be reserved to <br />subsidize home ownership of condos or townhomes though developer assistance. It <br />is anticipated that four households will be able to purchase these homes. <br />Objective 4; Reduce housing discrimination <br />Activities: <br />• The City proposes to accomplish this objective through a RFP process to select an <br />agency that will provide fair housing services within San Leandro. This includes <br />responding to inquiries and complaints and assisting residents in filing complaints <br />with the State or federal government. <br />• Problems between landlords and tenants will be resolved through counseling. The <br />City plans to issue a RFP to contract with an agency specializing in landlord-tenant <br />counseling services. <br />Objective 5: Improve the current capacity of the housing and shelter system expand <br />transitional and permanent supportive housing and provide services to <br />homeless individuals and families <br />Activity: <br />• City will fulfill this objective by funding agencies that will maintain at least the same <br />level of services provided to homeless families.
