Notice of Intent to Adopt a Mitigated Negative Declaration <br />Dredged Materials Management Site Sediment Removal Project <br />PROJECT DESCRIPTION AND LOCATION <br />The City of San Leandro plans to remove dredged material recently placed at the City's Dredged <br />Materials Management Site (DMMS) and beneficially reuse the material at Oyster Bay Regional <br />Shoreline Park. The removal operation would last approximately 60 working days, and would be <br />limited, except in unusual circumstances, to weekdays only, from 8:00 a.m. to 5:00 p.m. The <br />project specifically consists of: <br />1) removing stored dredged material from the East and West Basins to achieve <br />suitable elevations for habitaC enhancement within that portion of the DMMS; <br />and <br />2) reconstructing previously existing shorebird islands and creating new islands in <br />the West and East Basins to maximize the site's value as a seasonal shorebird <br />habitat. <br />SIGNIFICANT ENVIRONMENTAL EI'FECTS <br />The City of San Leandro has studied the effects of the project on the environment. The results of <br />these studies are detailed in the Mitigated Negative Declaration and Initial Study. The analysis <br />finds that all potential environmental effects are less than significant or can be mitigated to less <br />than significant by incorporation of mitigation measures. The project is not listed on the <br />Hazardous Waste and Substances Sites List as set forth in Government Code Section 65962.5. <br />PUBLIC COMMENT PERIOD <br />The 30-day review period for the Mitigated Negative Declaration begins Thursday, <br />March 18, 2004 and ends on Friday, April 16, 2004.
