grading and drainage of the site in a manner to maximize shorebird use and preclude <br />establishment of the salt marsh harvest mouse in the disposal sire area. <br />monitoring of bird use, surface and ground water quality and levee integrity. <br />PROJECT CHARACTERISTICS <br />The City of San Leandro plans to remove the dredged material recently placed at the DMMS and <br />benefiicially reuse the material at Oyster Bay Regional Shoreline Park. The removal operation <br />would last approximately 60 working days, and would be limited, except in unusual <br />circumstances, to weekdays only, from 8:00 a.m. to 5:00 p.m. (the last truck would leave the <br />DMMS by 4:00 p.m.). 'The project specifically consists of: <br />1) removing stored dredged material from the East and West Basins to achieve <br />suitable elevations for habitat enhancement within that portion of the DMMS; <br />and <br />2) reconstructing previously existing shorebird islands and creating new islands in <br />the West and East Basins to maximize the site's value as a shorebird habitat when <br />water is present. <br />BACKGROUND <br />For more than two decades, the City of San Leandro (City) and the Federal Government have <br />worked together to maintain the San Leandro Marina Channel as authorized by Congress. <br />Maintenance dredging has been performed by the U.S. Army Corps of Engineers (Corps), using a <br />combination of local and Federal funding, and utilizing the City's DMMS for processing the <br />dredged sediments. The City has borne full financial responsibility for the operation of the <br />DMMS since its initial use in 1973, and has also paid the full cost to dispose of the dredged <br />material from the Federal channel. <br />The San Leandro Marina and Shoreline Recreation Area were constructed in 1962. The first <br />maintenance dredging of the Marina channel was completed in 1966, when an estimated 225,000 <br />cubic yards of material was hydraulically dredged. In late 1970 Congress authorized the use of <br />Federal funds for continued maintenance of the Marina access channels. The second maintenance <br />dredging was completed in 1973, with disposal taking place at an onshore dredge disposal site <br />that had recently been established by the City. Subsequent maintenance dredging episodes took <br />place in 1977, 1984, 1989, 1993, and 1997. In 2001, approximately 120,000 cubic yards of <br />material was dredged and pumped to the onshore site, the last time dredged material was placed <br />there. The. dredge material is the result of the Corps' maintenance dredging of the entrance <br />channel to the San Leandro Marina and the City's maintenance dredging of several small areas <br />near the entrance to its Marina basin. <br />San Leandro DMMS 4 March / Luvn <br />Sediment Removal Project <br />
