Conflict with any applicable habitat X 1 <br />conservation plan or natural conununity <br />conservation lan? <br />EXPLANATION: The project site is designated Neighborhood Commercial and High Density Residential in the General Plan. <br />Approval of the project would include a General Plan Map Amendment for the t<vo parcels designated High Density Residential to <br />Neighborhood Conunercial. The Neighborhood Commercial land use designation includes a mix of neighborhood-oriented <br />conunercial uses along major arterials (i.e., Davis Stre.et). The applicant also includes a rezone fi~orn CN to CN(PD) for the two <br />westenunost parcels, and a rezone from RM-1800 High Density Residential to CN(PD) for the two easternmost parcels. The CN <br />Conunercial Neighborhood zoning designation is compatible with the Neighborhood Commercial land use designation and would <br />facilitate the proposed development. The Plamred Development Overlay designation is necessary because some of the development <br />standards (such as parking) cannot be met due to the site's small size. The sun'ounding vicinity is an urban environment, with <br />residential, commercial, and professional uses nearby. ~~rith approval of the rezone and General Plan Map Amendment, no impacts <br />related to land use plans are anticipated. There are no habitat conservation plans in place in either the General Plan or Zoning Code. <br />The project site is not located adjacent to a natural resource. No impacts to habitat/corrservation plans are anticipated, as no plans <br />with the City exist. <br />2. POPULATION AND HOUSING. Would fhe ro"ect: <br />a. Induce substantial population growth in an area X 2 <br />either directly (e.g., by proposing new homes <br />and businesses) or indirectly (e.g. through <br />projects in an undeveloped area or major <br />nifrashucture)? <br />b. Displace substantial number of existing X 2 <br />housing, necessitating the construction of <br />re lacement housin elsewhere? <br />c. Displace substantial numbers of people, X 2 <br />necessitating the construction of replacement <br />housiu elsewhere? <br />EXPLANATION: The project site and area are already served by existing utility systems and public services. There is no existing <br />housing ousite, therefore development of the site would not result in a displacement of housing units or people. The iwo proposed <br />office buildings are sufficiently small that they can be absorbed by the existing demand for professional space without triggering <br />population growth. One building is anticipated to be owner-occupied, as the developer will move its company from elsewhere in <br />San Leandro. The other buildin is antici ated to house two small rofessional offices with a roximately five staff each. <br />3. GEOLOGY AND SOILS. Would the ro'ect: <br />a.
