the west side and hourly, southbound service on the east side. The second bus will operate in a <br />counterclockwise direction providing hourly, northbound service on the east side and hourly, <br />southbound service on the west side. Each bus will be required to depart the time points at a <br />published departure time according to a scheduled bus stop sequence. The schedules will be <br />"relaxed" between each time point to permit route deviation within the service area zone between <br />each pair of time points. Both the clockwise and counterclockwise loops are established with an <br />approximate 54-minute cycle time, leaving six minutes (10%) for recovery at the Flex Route <br />Shuttle start and finish point. <br />There are currently eleven (11) time points at specific locations within the city limits (Figure 1). <br />Time points may change within the contract period to meet demand. Changes will be made in <br />consultation with the CONTRACTOR. The CITY shall be solely responsible for the <br />identification, design, placement and maintenance of any fixed- stop locations. Passengers will <br />be able to walk on at the time points and request a drop off within any of the subsequent zones. <br />Other passengers will make advance requests for service to and from locations requiring a <br />demand response, route deviation between the fornlal time points. <br />FLEX is an evolving service and the CONTRACTOR must be flexible and willing to problem <br />solve to identify need and modify the service to meet demand and maximize ridership. <br />21.1. Eligibility Requirements <br />Who can use the FLEX Shuttle Bus Service? <br />A resident of the City of San Leandro who is: <br />60 years old or older, or East Bay Paratransit Certified <br />Who can use the FLEX Shuttle Curb-to-Curb Service? <br />• A resident of the City of San Leandro who is: <br />75 years old or older, or East Bay Paratransit Certified. <br />The FLEX Shuttle is intended for seniors and persons with disabilities_ The CITY <br />will determine eligibility criteria, assess applications and provide the <br />CONTRACTOR with an updated registration list for trip booking. All registrants <br />will be issued a registration card for presentation to shuttle bus drivers upon <br />boarding. The CONTRACTOR will be responsible for the verification of all trip <br />requests to ensure eligibility. <br />Eligible passengers will be able to travel with anon-registrant companion to assist <br />with parcels and act as a Personal Care Attendants (PCA) if the registrant feels one <br />is required. All companions must be identified at the time a trip is requested or <br />when the registrant boards at a designated bus stop. This is necessary to ensure that <br />bus capacity is not exceeded. <br />2.1.2.
