This study forms the foundation fora needs <br />assessment as part of the planning efforts for the homeless. <br />The City of San Leandro is committed to filling the gaps in service along the continuum <br />and assuring that services now being provided are not lost. Building Futures with Building Futures Allied Allied Housing <br />Center Women and Children with Women and Housing- <br /> Children Housing <br /> Alliance <br />Continuum of ECHO Housing Rental <br />Care Council Assistance Pro ram <br />The City participated with the Continuum of Care Council, other cities and nonprofits in <br />the application for federal homeless funds under the Super NOFA (Notice of Funding <br />Availability) to prevent homelessness. <br />General Narrative E. Other Actions <br />Obstacles to Meeting Underserved Needs <br />The priorities, discussed in Exhibit A., Assessment of Five-Year Goals and Objectives, <br />are designed to address the underserved needs in San Leandro: The biggest obstacle <br />is a lack of sufficient funds. The City adopted a Housing Strategy to implement the <br />Housing Element of the General Plan. The purpose of the Strategy was to target all the <br />available financial resources on programs and projects that would result in the City <br />meeting Regional Housing Needs Goals identified in the Housing Element. <br />Foster and Maintain Affordable Housing <br />The Housing Objectives of the Consolidated Plan focus on development and <br />maintenance of affordable housing. The recently adapted Housing Strategy will target <br />most financial resources to the construction of multifamily rental housing as the most <br />effective way to assist the highest number of families. In addition, a portion of the funds <br />are targeted on the other main goal in the Housing Element, improving the existing <br />housing stock and assisting the elderly to age in place. <br />Eliminate Barriers to Affordable Housing <br />The Housing Element of the General Plan identifies barriers to affordable housing and <br />establishes "Goal 58: Elimination of Housing Constraints", which identifies policies and <br />actions with implementation strategies to eliminate barriers. These policies include <br />amending zoning regulations, streamlining permitting procedures, evaluating <br />development fees, providing acustomer-friendly environment, resolving design issues, <br />and correcting infrastructure deficiencies and soil contamination. <br />12 <br />
