outcome measures, programs or actions and outputs for each of the needs identified in <br />the 2005-2010 Consolidated Plan. <br />Impact of Activities on Identified Needs and Indicators of Results <br />San Leandro just completed year four of the five year Consolidated Plan. Almost all of <br />the anticipated outputs have been exceeded. For example, the City anticipated that 46 <br />units of new construction would be developed through the redevelopment inclusionary <br />requirement, but 59 units have been created. Originally the senior housing project was <br />expected to produce 26 units and the final project was a 60 unit project. Along with the <br />134 units that the acquisition and rehabilitation of two apartment complexes created, <br />there has been an increase in the availability of affordable rental housing. The need to <br />increase affordable housing is one of the main goals of both the Housing Element of the <br />City's General Plan and the Consolidated Plan. See Exhibit A for a comparison of the <br />strategies and actions with the actual results (outputs). <br />Barriers That May Have Had A Negative Impact In Fulfilling Strategies <br />The greatest barrier to fulfilling strategies is the lack of funding for affordable housing <br />programs. <br />Status of the Grant Program and Any Activities Falling Behind Schedule <br />All of the CDBG projects are progressing. The three parks projects are in various <br />stages of completion. The Cherry Grove Park rehabilitation is almost complete. The <br />final drawings for the Bonaire Park renovation are completed and the engineering staff <br />will call for bids on September 9, 2004. Staff is reviewing the 100 percent drawings on <br />Memorial Park which will then be returned to consultant for final drawings. Engineering <br />staff probably will call for bids September 20, 2004 or October 4, 2004. The schematic <br />design for the Senior Center was put on hold until the land is purchased. The land <br />purchase is part of the 2004-05 Annual Plan. At that time, the schematic design will be <br />started. <br />With the adoption of the Housing Strategy, the City refocused the First Time Home <br />Buyer Program. Down payment assistance will be provided to families needing <br />assistance in purchasing inclusionary zoning units, which will be at affordable prices <br />and, therefore, qualify for financial assistance using redevelopment housing set aside <br />funds. The City will continue to participate with the Lease Purchase Program as well as <br />provide citizens with a comprehensive list of down payment programs that are available <br />through lenders, Fannie May, Freddie Mac, or other similar sources. <br />Timeliness of Grant Disbursements <br />The City met the timeliness requirements of the CDBG regulations. The three park <br />projects are progressing with timely expenditures. The City has a policy of completing <br />CDBG funded park projects in a timely manner to assure that the grant money is spent. <br />The City received $520,000 in program income from the sale of land initially purchased <br />for Davis Street Community Center. These funds were deposited in May. It is <br />anticipated that there will be no problem in spending these funds in 2004-05 as they are <br />designated for the cost of acquisition of the land for the Senior Center. <br />15 <br />
