Funds used for national objectives. <br />Over 99 percent of the funds were used to assist low-income persons. The remainder <br />of the funds ($237.29) was to eliminate slum and blight. <br />e. Acquisition, rehabilitation or demolition of occupied real property. <br />There was no acquisition, rehabilitation or demolition of occupied real property due to <br />use of CDBG or HOME funds. <br />f. Economic development activities undertaken where lobs were not taken. <br />No economic development activities were undertaken where jobs were made available <br />for low-income persons but were not taken by them. <br />g. Limited clientele projects not falling within the category of presumed limited clientele <br />low and moderate-income benefit. <br />All activities falling within this category tracked and verified income data provided by <br />participants. Reports were monitored by the City to assure that at least 51 % of the <br />persons served did not have incomes over 80% of the AMI. <br />h. Program Income. <br />Program income was generated from the prior years housing rehabilitation loan <br />program. <br />i. Rehabilitation Program. <br />No CDBG funds were used for housing rehabilitation and minor home repair programs. <br />$400,000 was used from Housing Set-Aside to fund these two programs. <br />HOME NARRATIVE <br />The City is part of the County of Alameda HOME Consortium. As part of the <br />Consortium, San Leandro receives an entitlement grant based on a formula, which <br />includes a variety of factors such as income levels and housing need. HOME <br />expenditures totaled $46$,962, of which $450,000 was spent the Housing Alliance <br />Project in Castro Valley. <br />17 <br />
