<br />1 am a citizen of the United States; I am over the age of eighteen
<br />years, and not a party to or interested in the above-entitled
<br />matter. I am the Legal Advertising Clerk of the printer and
<br />publisher of The Daily Review, a newspaper published in the
<br />English language in the City of Hayward, County of Alameda,
<br />State of California.
<br />I declare that the Daily Review is a newspaper of general
<br />circulation as defined by the laws of the State of California as
<br />determined by this court's decree, dated March 2, 1950, in the
<br />action entitled In the Matter of the Ascertainment and
<br />Establishment of the Standing of The Daily Review as a
<br />Newspaper of General Circulation, case number 221938. Said
<br />decree states that "'The Daily Review' has been established,
<br />~i-inted, and published daily in the City of Hayward, County of
<br />Alameda, State of California, for one year or more next
<br />`preceding the date of the filing of said petition; that it is a
<br />newspaper published for the dissemination of local and
<br />,]e~egraphic news and intelligence of a general character and has

<br />not,been revoked, vacated or set aside.

<br />ANNUAL PERFORMANCE
<br />EVALUATION REPORT
<br />(CAPER), 2~3-04
<br />NOTICE is hereby given that a PUBLIC
<br />HEARING will be held before the CITY
<br />COUNCIL of the City of San Leandro in the
<br />City Council Chambers at City Hall, 835 East
<br />14th Street, San Leandro, Caldornia on MON-
<br />DAY, SEPTEMBER 20, 2004, at 7:00 P-M.,
<br />regarding the FY 2003-2004 Consolidated An-
<br />nual Performance Evaluation Report (CAPER)
<br />for the City's Consolidated Actbn Plan Tor
<br />housing and community deveopment.
<br />The City receives an annual albcation of
<br />funds from the U.S. Department of Housing
<br />and Urban Development (HUD) and through
<br />the County of Alameda HOME Consortium.
<br />Receipt of these funds requires the City to an-
<br />nually review its performance in meeting the
<br />housing and community development goals
<br />in the Consolidated Plan.

<br />ments are available for PUBLIC REVIEW
<br />AND COMMENT at the Community Develop-
<br />ment Department, 835 East 14th Street, San
<br />Leandro, CA 94577, the CIry of San Leandro

<br />PERafter receiving comments at the Septem-
<br />ber 20, 2004 City Council meeting.
<br />Any interested party or agent may appear
<br />and be heard. Anyone instkutmg a legal chal-
<br />lenge to the Public Hearing item noted above
<br />may be limited to addressing only those is-
<br />sues raised at the Public Hearing described
<br />in this notice, or in written correspondence
