VT. Geology and Soils, continued <br />Discussion: <br />VI(a)[i, ii, iii]: San Leandro is located in a seismically active area and maybe impacted by earthquakes on the San Andreas, <br />Hayward, and Calaveras Faults. The Housing Element advocates additional residential development within the City, thereby <br />exposing a larger number of persons to potential seismic hazards, including surface rupture, ground shaking, and liquefaction. <br />The Element also advocates the reuse of older commercial sites (for instance, the Town Center, Fiesta Plaza, and strip <br />commercial uses along Dixon Landing Road) for housing. Site-specific soils and geotechnical studies will be required for all <br />future residential projects. Appropriate design requirements will be established based on the findings. Current building codes <br />include requirements to mitigate hazards associated with construction in earthquake-prone areas, reducing the impacts <br />associated with the Housing Element to a less than significant level. <br />The Midtown Specific Plan EIR confirmed that no additional mitigation measures are required to reduce this impact to a less <br />than significant level. Structures must be designed in accordance with the most recent California Building Code and must <br />include an evaluation of liquefaction and soil instability. <br />VI(c) and (d): Some of the soils in San Leandro have the potential for liquefaction and expansion. Development on <br />unconsolidated or alluvial soils could require more expensive design measures than development on other soil types. Building <br />code and soil testing requirements will ensure that the potential for these hazards is anticipated when future housing projects are <br />built. <br />The Midtown Specific Plan EIR confumed that no additional mitigation measures are required to reduce this impact to a less <br />than significant level. Structures must be designed in accordance with the most recent California Building Code and must <br />include an evaluation of liquefaction and soil instability. Site-specific analyses of soil expansion and the water table must be <br />included, with design requirements structured accordingly. <br />VI(e): One of the housing sites (on Trade Zone Blvd) is currently served by a septic system and has yet to be connected to <br />public sewer. The Housing Element includes an action program to work with the City of San Jose to establish sewer service to <br />this site.
