Its policies are consistent with the other <br />elements of the General Plan, the Midtown Specific Plan, and other documents guiding local land use decisions in the City. <br />The Midtown Specific Plan EIR concluded that the Midtown Plan was consistent with adopted local, state, and federal <br />environmental policies. <br />No revisions to the other elements of the General Plan are anticipated as a result of the Housing Element. Several revisions to <br />the City's Zoning Ordinance are recommended, including streamlined density bonus provisions, expansion of the Mixed Use <br />zoning district, and incentives for large family housing units. These revisions would not impact the number of units that could <br />be built in the City, however. <br />The updated Element includes one recommendation with the potential for subsequent land use impacts: the rezoning of 4.6 <br />acres of land from commercial (C1) to residential (R2 or R3). The affected sites include 2.1 acres along Dixon Landing Road <br />east of San Leandro Boulevard and 2.5 acres at Fiesta Plaza Shopping Center. The rezoning is not essential to meet the City's <br />Fair Share Assignment, however, and is presented a recommendation for future study rather than an absolute directive. If the <br />City pursued the rezoning,. then General Plan Amendments would be required on these sites.
