subsidizing fees for affordable housing projects, (3) exploring the feasibility of increasing assistance to the first-time homebuyers program, (4) allowing transitional housing and emergency shelter, (5) supporting housing for persons with disabilities, and (6) supporting affordable family rental units and live-work lofts. The Housing dement also includes policies promoting fair housing practices. The major impacts associated with the updated Housing Element have already been addressed by the General Plan Update EIR that was certified by the City of San Leandro in May 2002. The City adopted a new General Plan in June 2002. Pursuant to Public Resources Code Section 21093, the analysis in the attached Initial Study tiers off of the General Plan Update EIR and cross-references the mitigation measures in that document as appropriate. The Housing Element is -entirely consistent with the San Leandro General Plan and does not propose any changes to its land use designations, densities, or development policies. Project Location: Citywide (City of San Leandro), County of Alameda. Project Proponent: City of San Leandro, 835 East 14th Street, San Leandro, CA 94577. The City of San Leandro Planning Division has reviewed the Environmental Initial Study and proposed Negative Declaration for the project based on the information contained in the Environmental Information Form and the Initial Study. Based on this information, the Planning Division fmds that the project will have no significant impact upon the environment, as recommended in the attached documentation.
