subsidizing fees for affordable housing projects, (3) exploring the feasibility of increasing <br />assistance to the first-time homebuyers program, (4) allowing transitional housing and <br />emergency shelter, (5) supporting housing for persons with disabilities, and (6) <br />supporting affordable family rental units and live-work lofts. The Housing dement also <br />includes policies promoting fair housing practices. <br />The major impacts associated with the updated Housing Element have already been <br />addressed by the General Plan Update EIR that was certified by the City of San Leandro <br />in May 2002. The City adopted a new General Plan in June 2002. Pursuant to Public <br />Resources Code Section 21093, the analysis in the attached Initial Study tiers off of the <br />General Plan Update EIR and cross-references the mitigation measures in that document <br />as appropriate. The Housing Element is -entirely consistent with the San Leandro General <br />Plan and does not propose any changes to its land use designations, densities, or <br />development policies. <br />Project Location: Citywide (City of San Leandro), County of Alameda. <br />Project Proponent: City of San Leandro, 835 East 14th Street, San Leandro, CA 94577. <br />The City of San Leandro Planning Division has reviewed the Environmental Initial Study <br />and proposed Negative Declaration for the project based on the information contained in <br />the Environmental Information Form and the Initial Study.
