EXHIBIT A <br />SCOPE OF SERVICES <br />I. PROJECT PURPOSE/DESCRIPTION <br />The general purpose of the Hesperian Boulevard and Lewelling Boulevard Widening Project is <br />to improve traffic flow through the intersection by widening approximately 400 feet of the west <br />side of Hesperian Blvd. by 20 feet and adding a dedicated right turn lane from southbound <br />Hesperian Blvd. onto westbound Lewelling Blvd. <br />The intent of this agreement is for the Contractor to provide civil engineering design services for <br />the for the subject project. The scope of work under this agreement will generally consist of, but <br />not be limited to, attendance at project review meetings, utility coordination, and preparation of <br />draft and final construction plans, specifications and cost estimates, as detailed below. <br />Background Of Measure B <br />In August 2000, the Alameda County Board of Supervisors placed "Measure B" on the <br />November ballot, and 81.5% of the voters approved the measure. Measure B authorized an <br />extension of the collection and expenditure of a one-half of one percent sales tax over the next 20 <br />years to address major transportation needs and congestion in Alameda County. The Alameda <br />County Transportation Improvement Authority (ACTIA) was instituted to manage the new <br />Measure B funds, providing funding for the Programs and Projects detailed in Alameda County's <br />20-Year Transportation Expenditure Plan dated July 2000. <br />ACTIA is a separate governmental agency and is responsible for the management of the <br />Expenditure Plan. Management activities include contract oversight, policy direction, fmancing, <br />investment supervision, and the coordination of Projects and Programs, as required. <br />The Hesperian Boulevard and Lewelling Boulevard Widening Project has been approved as a <br />Measure B 2000 Capital Project (ACTIA Project No. 17) and therefore is subject to the <br />requirements and approval of ACTIA. <br />II. FINAL DESIGN SERVICES <br />Task 1- 70% Design <br />1.1 70% Plans -The Contractor shall prepare 70% Plans based on the approved <br />preliminary design plans completed in Phase 1. All sheets shall be prepared in <br />accordance with the City's drafting standards and will be on City's standard <br />borders supplemented by Contractor's drafting standards and standard details, <br />symbols, and abbreviations as appropriate.
