IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION N0.2003- 103 (2972) <br />RESOLUTION APPROVING THE 2003-2004 CONSOLIDATED ACTION PLAN TO <br />IMPLEMENT THE HOUSING AND COMMUNITY DEVELOPMENT STRATEGIES <br />OF THE 2000-2005 CONSOLIDATED PLAN AND AUTHORIZING THE <br />EXECUTION OF ALL RELATED DOCUMENTS BY THE CITY MANAGER AND <br />SUBMISSION OF THE PLAN TO THE U.S. DEPARTMENT OF HOUSING AND <br />URBAN DEVELOPMENT <br />Recitals <br />WHEREAS, through provisions of the Housing and Community Development <br />Act and the National Affordable Housing Act, the federal government has made block <br />grant funding available to local communities for housing and community development <br />activities; and <br />WHEREAS, the City of San Leandro adopted by Resolution No. 2000-58 on May <br />5, 2000, the 2000-2005 Consolidated Plan to implement the goals identified in the Acts; <br />and <br />WHEREAS, a Consolidated Action Plan has been prepared reflecting the <br />activities that the City proposals to fund and implement during FY 2003-04 and a copy of <br />is attached hereto; and <br />WHEREAS, the City of San Leandro has held two public hearings, solicited <br />public comment for 30 days by publishing a summary of the Plan in the newspaper and <br />by providing the Plan at City Hall, in the public library, and on the City's web site; and <br />WHEREAS, all public comments received were considered in the contents of the <br />Plan; and <br />WHEREAS, the City Manager recommends execution and submission of said <br />Action Plan with Certifications as attached. <br />
