Supportive Housinp Needs Objectives: <br />1. Increase availability of service enriched housing for persons with special needs. <br />• In 2003, EDEN Housing started construction of the Fuller Gardens project for the <br />developmentally disabled. This project will compliment Fuller Lodge located next <br />door and will provide 16 units. <br />Allied Housing has requested $250,000 funding from the City to cover a <br />$750,000 financing gap for a supportive housing project in Castro Valley with 28 <br />units for previously homeless persons who are dual diagnosed with mental <br />illness and substance abuse. The City proposes to use HOME funds in 2003-04 <br />#o assist with filling the financial gap. The City has provided funding for the <br />project in prior years along with other cities and Alameda County. <br />Provide a Suitable Living Environment and Expand Economic Opportunity <br />Community Development Objectives <br />The Community Development Objectives address the needs identified in the five-year <br />plan, including anti-crime programs, economic development, infrastructure, public <br />facilities, public services, and senior and youth programs. <br />1. Neighborhood Revitalization <br />Continue the Commercial Design Assistance program for businesses in the <br />redevelopment project areas. The program contracts with an architect to <br />redesign and upgrade business spaces. This is an ongoing project funded in <br />2000. <br />Continue the MacArthur Blvd. Fapade Improvement Program completing the <br />rehabilitation of one more business. This is an ongoing project funded in 1999. <br />• Continue the Oakland/San Leandro Joint Revitalization Project. The staff of both <br />cities will continue to hold joint events, promote businesses on both sides of the <br />border, and coordinate with residents to resolve mutual issues. This is a project <br />initially funded with CDBG funds but continues with general support from the <br />city. <br />• The City completed design of Doolittle Street and in FY 2004-05 anticipates <br />funding the construction of Doolittle Street as a slum and blight project. <br />2. Support public services <br />• City will fund four projects (Davis Street Community Center, Building Futures with <br />Women and Children, Project Literacy and Recreation Link) that will provide <br />Action Plan FY2003 <br />City of San Leandro <br />Page 17 <br />
