IN THE CITY COUNCIL <br />OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2003 - 119 <br />A RESOLUTION OF THE SAN LEANDRO CITY COUNCIL <br />AUTHORIZING APPLICATION FOR A SAN FRANCISCO BAY TRAIL, PLANNING <br />GRANT FOR DESIGN-DEVELOPMENT FOR THE BAY TRAIL ROUTE <br />WITHIN THE SAN LEANDRO MARINA <br />RECITALS <br />WHEREAS, the San Leandro Marina area is a valuable community resource worthy of <br />enhancement; and <br />WHEREAS, existing conditions at the Marina offer little or no designated pedestrian or <br />bicyclist routes despite its designation as a segment of the San Francisco Bay Trail; and <br />(2991) <br />WHEREAS, the San Francisco Bay Trail Program, a nonprofit organization administered <br />by the Association of Bay Area Governments (ABAG), awards Regional Development grants to <br />govel-nment agencies and non-profit organizations to plan and construct undeveloped segments <br />or improve existing shoreline trails as shown in the San Francisco Bay Trail Plan; and <br />WHEREAS, the City desires to improve the area, and on Apri121, 2003 the City accepted <br />the urban design recommendations of the "Marina Connections Plan" and directed staff to <br />proceed with projects consistent with its design concepts; and <br />WHEREAS, the Marina Connections Plan identifies a separated pathway called the <br />Marina Spine as the designated main San Francisco Bay Trail route through the San Leandro <br />Marina while additionally providing for new (non-existing) bicyclist and pedestrian route <br />options on an improved Monarch Bay Drive; and <br />WHEREAS, the City desires to undertake technical studies (detailed design-development <br />and engineering feasibility work leading to construction drawings) for the Monarch Bay Drive <br />and Marina Spine (from Neptune Drive south to Fairway Drive) elements of the Connections <br />Plan and has included an allocation for the Monarch Bay Drive portion of the work in the 2003- <br />04 Capital Improvement Program budget; and <br />WHEREAS, after the project has been defined through the feasibility studies, the City <br />will prepare the environmental document(s) required under the California Environmental Quality <br />Act, coordinate as necessary with Bay Conservation and Development Commission, and will <br />bring the project back to the City Council for a determination as to whether to proceed with <br />construction; and <br />
