IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO.2003-15 4 (2 3 ~ 8 ) RESOLUTION ADDING TITLE 12, CHAPTER 15 TO THE SAN LEANDRO ADMINISTRATNE CODE, ESTABLISHING GUIDELINES FOR THE NEIGHBORHOOD TRAFFIC CALMING PROGRAM WHEREAS, the City Council has created a Neighborhood Traffic Calming Program to reduce vehicle speeding and cut-through traffic in residential areas; and WHEREAS, it is necessary to establish minimum criteria to qualify for the Neighborhood Traffic Calming Program; and WHEREAS, it is necessary to establish a defined procedure to evaluate and prioritize requests for the Neighborhood Traffic Calming Program; NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: Title 12, Chapter 15 is added to the San Leandro Administrative Code to read as follows: 15.10.100 a) General -The Neighborhood Traffic Calming Program (NTCP) is designed to address speeding and cut-through traffic in residential neighborhoods. The City receives more requests than can be accommodated each year. Therefore, this program is in place to provide minimum criteria that must be met for a roadway to be considered in the NTCP and also identifies prioritization criteria used to prioritize roadways to receive traffic calming measures. b) Detailed design requirements and procedures will be as described in the Neighborhood Traffic Calming Program Handbook. This handbook will be maintained and updated by the Engineering and Transportation Department. 15.10.105 MINIMUM CRITERIA FOR QUALIFICATION (a) A roadway may qualify for the Neighborhood Traffic Calming Program if all of the following conditions exist:
