IN THE CITY COUNCIL THE CITY OF SAN LEANDRO RESOLUTION NO.2003- ~- 6 3 (2 9 9 7) RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR LOCAL GOVERNMENT PUBLIC EDUCATION AND AMNESTY DAY GRANT FUNDS FOR FISCAL YEAR 2003-2004 WHEREAS, The City of San Leandro has identified abandoned and stockpiled waste tires as a contributor to blight and has directed efforts toward proper waste tire management and public education as a primary component of the Neighborhood Cleanup Program; and WHEREAS, The City of San Leandro has also identified abandoned and stockpiled waste tires as a potential source of mosquito breeding and other pest problems and as such presents a public health and safety issue; and WHEREAS, Senate Bill 8'76 (Escutia, Statutes of 2000, Chapter 838) authorizes the California Integrated Waste Management Board (CIWMB) to establish a grant program to provide opportunities to divert waste tires from landfill disposal, prevent illegal tine dumping, and to promote markets for recycled-content waste tire products; and WHEREAS, the CIWMB has been delegated the responsibility for the administration of this program within the state, setting up necessary procedures governing application by cities and counties under this program; and WHEREAS, the City of San Leandro will enter into an agreement with the State of California for implementation of a used tire collection program; and WHEREAS, procedures established by the CIWMB require the grant applicant to certify by resolution the approval of said application. NOW, THEREFORE, BE IT RESOLVED that the City of San Leandro authorizes the submittal of an application to the California Integrated Waste Management Board for Local Government Public Education and Amnesty Day Grant Funds for Fiscal Year 2003/2004. BE IT FURTHER RESOLVED that the Environmental Services Manager is hereby authorized and empowered to execute in the name of the City of San Leandro all necessary applications, contracts, payment requests, agreements and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
