IN THE CITY COUNCIL THE CITY OF SAN LEANDRO <br />RESOLUTION NO.2003- ~- 6 3 (2 9 9 7) <br />RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE <br />CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR LOCAL <br />GOVERNMENT PUBLIC EDUCATION AND AMNESTY DAY GRANT FUNDS FOR <br />FISCAL YEAR 2003-2004 <br />WHEREAS, The City of San Leandro has identified abandoned and <br />stockpiled waste tires as a contributor to blight and has directed efforts toward <br />proper waste tire management and public education as a primary component of <br />the Neighborhood Cleanup Program; and <br />WHEREAS, The City of San Leandro has also identified abandoned and <br />stockpiled waste tires as a potential source of mosquito breeding and other pest <br />problems and as such presents a public health and safety issue; and <br />WHEREAS, Senate Bill 8'76 (Escutia, Statutes of 2000, Chapter 838) <br />authorizes the California Integrated Waste Management Board (CIWMB) to <br />establish a grant program to provide opportunities to divert waste tires from <br />landfill disposal, prevent illegal tine dumping, and to promote markets for <br />recycled-content waste tire products; and <br />WHEREAS, the CIWMB has been delegated the responsibility for the <br />administration of this program within the state, setting up necessary procedures <br />governing application by cities and counties under this program; and <br />WHEREAS, the City of San Leandro will enter into an agreement with the <br />State of California for implementation of a used tire collection program; and <br />WHEREAS, procedures established by the CIWMB require the grant <br />applicant to certify by resolution the approval of said application. <br />NOW, THEREFORE, BE IT RESOLVED that the City of San Leandro <br />authorizes the submittal of an application to the California Integrated Waste <br />Management Board for Local Government Public Education and Amnesty Day <br />Grant Funds for Fiscal Year 2003/2004. <br />BE IT FURTHER RESOLVED that the Environmental Services Manager <br />is hereby authorized and empowered to execute in the name of the City of San <br />Leandro all necessary applications, contracts, payment requests, agreements and <br />amendments hereto for the purposes of securing grant funds and to implement and <br />carry out the purposes specified in the grant application. <br />
