EXHIBIT A <br />SCOPE OF SERVICES <br />Proposal for the San Leandro Traffic Safety Education Program <br />Statement of Need <br />Traffic conditions in the City of San Leandro are increasingly demanding, calling for <br />greater awareness and a higher level of skill than ever before from children and senior <br />citizens. Walking and bicycling are no longer carefree ways for this age group to travel <br />because: <br />1. Land use policies have forced children and senior citizens out of their <br />neighborhoods and onto principal roadways. <br />2. Many adults were never trained to practice pedestrian and cycling habits <br />safely, consequently their skills are poor. Kids mimic unsafe traffic <br />behaviors of adults and their parents, such as crossing at mid-block or <br />riding a bicycle on the wrong side of the street. <br />3. High density traffic and the increasing number of trucks and other large <br />vehicles make defensive skills more critical today than ever before. <br />4. 80% of pedestrian collisions occur in intersections. Increased speeds in <br />intersections, couples with greater use of special right and left hand turn <br />lanes require increased alertness. <br />5. San Leandro's youth are often "latch key kids" and travel the streets and <br />sidewalks without parental supervision. <br />6. Traffic congestion freeways and major arterials have forced traffic onto <br />residential streets, thus creating hazardous traffic environments. <br />Program Objective <br />The objective is to implement traffic safety programs conducted by Safe Moves for <br />150,000 children in grades Pre K- 12 and senior citizens to decrease traffic related deaths <br />and injuries. <br />This program will create positive attitudes toward traffic safety while reinforcing the <br />acceptance of their personal traffic safety responsibilities and self- confidence. The <br />attitudes developed in this program will influence the inclination of the participants to <br />take responsibility for personal safety. For children, traffic safety education will prepare <br />them for a higher level of responsibility as future adult bicyclists, pedestrians and motor <br />vehicle operators. <br />SAFE MOVES CSA Page 3 of 21 <br />Project No. 120-38-176 <br />
