IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2003- 19 3 (Z 0 2 2/ 2 4 6 3) <br />RESOLUTION APPROVING IMPLEMENTATION OF DOUBLE FINES ON TRAFFIC <br />VIOLATIONS WITHIN SPECIFICALLY POSTED SCHOOL ZONES IN SAN LEANDRO <br />Recitals <br />WHEREAS, on September 16, 2002, AB1886 was signed by the Governor and chaptered <br />into law (Chapter 590), providing the doubling of fines for certain traffic-related violations <br />within the specially posted school zones in Alameda County, Santa Barbara County, Ventura <br />County, or any city in any of those counties wherein the program is adopted by vote of the city or <br />county governing body (City Council or County Board of Supervisors); and <br />WHEREAS, the sunset date for this legislation is January 1, 2007, unless extended by <br />future statute; and <br />WHEREAS, the funds collected under this program on City of San Leandro roadways <br />must be used for the enhancement of pedestrian and bicycle safety within the school zones in San <br />Leandro; and <br />WHEREAS, the City of San Leandro Engineering and Transportation Department has <br />acquired concurrence on this program from the school districts in the City; and <br />WHEREAS, Alameda County Public Works has worked with the local courts to establish <br />a mechanism related to the collection and expenditure of the increased portion of fines; and <br />WHEREAS, the City of San Leandro Engineering and Transportation Department will be <br />responsible to oversee the implementation of pedestrian and bicycle related improvements within <br />the school zones; <br />
