4.3 -Existing Water Recycling Activities <br />Using recent influent and effluent flow metering data provided by San Leandro, this task will <br />evaluate current recycled water conditions such as volume of recycled water produced; diurnal <br />and seasonal variations of recycled water availability; and existing users of recycled water. Part <br />of the work for this task will include an analysis of existing user rights to treated wastewater <br />effluent after discharge to the EBDA pipeline based on review of San Leandro's contracts with <br />EBDA. <br />4.4 -Preparation of Report Chapter <br />The information collected and evaluated in this task will be used to prepare a draft chapter for <br />the Facilities Planning Report (Task 10). <br />Task 5 -Treatment Requirements for Discharge & Re-use <br />5.1 -Water quality for potential users <br />This task will include a discussion of regulations related to recycled water use including "The <br />Purple Book" Excerpts from the Health and Safety Code, Water Code, and Titles 22 and 17 of <br />the California Code of Regulations (June 2001) to address water quality requirements for <br />potential users. This task also includes analysis of health-related water quality issues and <br />treatment requirements for potential users, as well as operational requirements. <br />5.2 -Waste discharge requirements <br />This task includes an evaluation of San Leandro's existing NPDES permit and discussions with <br />RWQCB staff to identify future anticipated changes in requirements. <br />5.3 -Requirements related to surface or ground water <br />This task will include discussion with RWQCB staff and review of the Basin Plan to identify <br />water quality requirements of the RWQCB related to protection of surface water and <br />groundwater from potential problems from recycled water use. <br />5.4 -Preparation of Report Chapter <br />The information collected and evaluated in this task will be used to prepare a draft chapter for <br />the Facilities Planning Report (Task 10). <br />Task 6- Recycled Water Market Analysis <br />Kennedy/Jenks will collect and review data regarding future recycled demand, including <br />information such as: identification of groups of potential users, evaluation of potential user need <br />and willingness to use recycled water, current demands, fluctuation of demands, and peak <br />demands.
