EXHIBIT A <br />SCOPE OF SERVICES <br />TASK L 0: ENVIRONMENTAL INPUT FOR ALTERNATIVES <br />ESA will work with the project team to fulfill the requirements of the State Water Resources Control Board <br />(SWRCB), Division of Financial Assistance, Environmental Review Process <br />Guidelines for State Revolving Fund (SRF) Loan Applicants (hereinafter CEQA Plus <br />Guidelines). The CEQA Plus Guidelines states the purpose of the environmental review: <br />"to incorporate environmental considerations into the planning process. Prior to the <br />selection of a specific project alternative, a thorough, unbiased and frank analysis of the <br />environmental impacts of every reasonable project alternative should be made. <br />Environmental concerns should be considered on an equal basis with engineering <br />feasibility, economics, and social considerations." <br />Accordingly, ESA proposes to conduct a brief, reconnaissance-level analysis of facility locations <br />and areas of reuse for the various project alternatives, and will provide input to Kennedy/Jerks <br />Consultants for the Project Report. Total effort for this task is estimated not to exceed 40 hours. <br />ESA will review existing information for the proposed facilities and other background material. <br />Products: Brief memorandum <br />Team Inputs: Background documentation, accompany ESA staff on site visit (if <br />necessary), description of alternatives <br />TASK 2.0 -PROJECT DESCRIPTION <br />The City of San Leandro will select the preferred alternative and ESA will work with the project <br />team to define the proposed project to an appropriate level of detail and consistent with CEQA <br />requirements. The CEQA Plus Guidelines outline for the project description is shown in <br />Attachment 1. Input from the City of San Leandro and/or Kennedy/Jerks Consultants will be <br />needed to assist in preparation of the project description. This draft project description will <br />provide the foundation for the Initial Study impact analysis. In order to consolidate review, the <br />draft project description will be submitted as part of the Administrative Draft Initial Study. <br />Products: Draft project description <br />Team Inputs: Provide preliminary design information and other background materials <br />Assist in Project Description data development <br />Consulting Services Agreement between <br />City of San Leandro and Environmental Science Associates (ESA)--Exhibit A Page 1 of 5 <br />
