The parties @xpressly assume that additional revenues will be generated throughout each fisca], year of this agreement to cover the full operating expense of the program, said revenues to be derived from fees for special services grovided to the parties and/or services arovided to non-parties in accordance with Section 15 of this agreement. ~- CountY Obligations. Coun'~1 shall: a) Hire and retain staff to provide the basic and special services here- inafter described. b) Maintain accounting and fiscal records in accordance with customary accpunting procedures, all in accordance with accepted accounting practices used by the Controller of the County of Santa CJ.ara so as to accurately reflect all revenues derived and direct casts incurred under this agreement. e) Provide the ba51G and special services hereinafter described to the parties suUject to the staffing and fiscal limitations anticipated and agreed to by the parties pursuant to this agreement. 10. sasic Services to be provided, Each party her eta shall be entitled to the following services: a) A compensation survey including all members and up to fifteen (15) non`membez public agencies locate~3 within thz counties of Alameda, Contra Costa, San Mateo and Santa Clara, This survey shall include: 1> Prevailing salaries for 1~ fob families, . ~) Prevailing fringe I.~ette~it levels for I8 individual benefits,
