IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2002- 49 (1123) <br />RESOLUTION IN OPPOSITION TO ASSEMBLY BILL 680 <br />WHEREAS, Proposition 680 is a bill before the California legislature which would redirect <br />sales and use taxes outside of the area where they were imposed; and <br />WHEREAS, while this bill currently applies only to the Greater Sacramento region, this <br />legislation would set a precedent for similar assaults on traditionally dependable revenue sources <br />for local governments throughout California; and <br />WHEREAS, this legislation would open the door for larger cities throughout California to <br />lay claim to the tax revenues generated by their smaller neighbors; and <br />WHEREAS, transfer of local sales and use tax revenues from one entity to another that <br />benefits only the receiving party is considered a gift of public funds and is illegal; and <br />WHEREAS, in these times of fiscal uncertainty it is unwise to put city revenues at risk. <br />This a time when fiscal stability is needed. <br />NOW, THEREFORE, the San Leandro City Council does resolve that it opposes Assembly <br />Bi11680. <br />Introduced by Council Member cantos and passed and adopted this ls` day of April <br />2002, by the following called vote: <br />Members of the Council: <br />AYES: Council Members Badger, Glaze, Grant, Loeffler, Nardine, Santos; <br />Mayor Young ( 7 ) <br />NOES: None <br />( 0 ) <br />ABSENT: None ( p ) <br />ATTEST: ~, <br />Gayle Pe sen, City Clerk <br />
