• development and adoption of case management standards of service for all <br />homeless service providers; and <br />• additional eviction prevention resources. <br />The following programs administered by Alameda County Housing and Community <br />Development Department (HCD) serve regional homeless and special needs populations in the <br />Alameda County HOME Consortium jurisdictions including the Urban County. <br />Housing Opportu~iities for People With AIDS (HOFWA) <br />HOPWA funds can be used for a variety of housing and service activities for persons living with <br />HIV and AIDS and are intended to serve all of Alameda County. HOPWA funds are used to <br />implement priorities in the Alameda County AIDS Housing Plan, as adopted on April 1996 and <br />updated in July 1998. <br />Alameda County HCD will enter into a new contract with the City of Oakland for approximately <br />$1,200,000 in FY2002 HOFWA funds. These funds will be used to support the existing <br />continuum of housing developed under the AIDS Housing Plan, as well as address emerging <br />issues and fund targeted expansions in the housing stock, which were identified in the Second <br />Annual HIV/AIDS Housing Plan Update. <br />Since its adoption, HOPWA funds have been made available to cover all priority areas of the <br />Plan. HOPWA funds have already been committed to Resources far Community Development to <br />develop International Blvd - Phase II in Oakland and Adeline Street Apartments in Berkeley. <br />Seven units in these projects will be dedicated to people living with HIV/AIDS. HOPWA funds <br />are also supporting the Housing Alliance to build 26 units of permanent housing, two will be set <br />aside far occupancy for people living with HIV/AIDS. University Neighborhood Apartments <br />developed by Affordable Housing Associates will have two dedicated HIV/AIDS units out of a <br />29 unit development. <br />This year there is $500,000 available for HIV/AIDS Housing Development Projects. It is <br />anticipated that the City of Oakland will complete the project approval process by July 2002. <br />In addition to activities funded with entitlement HOFWA funds, several other aspects of the Plan <br />have been carried out using other funding sources, or at no cost. Project Independence, a <br />HOPWA Special Project of National Significance, provides shallow rental assistance and <br />accessibility modifications to people living with HN/AIDS throughout Alameda County. The <br />program is currently serving 157 beneficiaries. Three agencies are administering the rental <br />assistance and support service component of this program: The Ark of Refuge and AIDS Project <br />of the East Bay in Oakland and the Tri-City Health Center in Fremont. <br />Alameda County also received funding for 35 additional Shelter Plus Care certificates to be <br />targeted specifically to homeless persons with AIDS and related disorders.
