Executive Summary <br />FY 2002-03 Action Plan <br />The FY 2002-03 Action Plan outlines the proposed activities, objectives and budget for the <br />upcoming fiscal year. The Plan includes information on funding resources for housing and <br />community development activities, a description of activities to be carried out and other actions <br />that the City will take to address issues such as affordable housing and lead-based paint hazards. <br />The Action Plan is prepared in the format prescribed by the Federal Department of Housing and <br />Urban Development (HUD). <br />The FY 2002-03 Community Development Block Grant (CDBG) allocation is $687,000. The <br />proposed budget includes: <br />FY 2002-03 Grant $ 687,000 <br />Estimated Program Income $ 130,000 <br />Reprogrammed Fund Balance $ 69,000 <br />Total: $ 886,000 <br />The proposed activities are distributed among the following categories: ADA /Handicapped <br />Accessibility, Blight Prevention, Minor Home Repairs, Public Service Assistance, Neighborhood <br />Facility Improvements, and Program Administration. In preparing the proposed program budget, <br />the following were considered: community needs, Five-Year Strategic Plan objectives, and <br />CDBG eligibility criteria. <br />During FY 2002-03 the City will continue to implement the Rent Review Program to provide a <br />process for arbitrating /mediating rent increases and to maintain a wider selection of affordable <br />rental units. Other housing activities, such as minor home repairs and fair housing services, will <br />be renewed and a feasibility study on development of a Senior Center will be initiated. The <br />CDBG Grant will assist nonprofit agencies serving the community through service and facility <br />improvement grants, and will fund handicapped accessibility prof ects at Chabot Park, Toyon <br />Park, and Halcyon Park. <br />In addition to the proposed new activities, three major projects will be carried over: the <br />Manor/Farnsworth Shopping Center Renovation, Commercial Design Assistance, and the <br />MacArthur Boulevard Facade Renovation.
