Housin;; Opportunities for Persons with AIDS (HOPWAI <br />These funds, which are awarded annually on an entitlement and competitive basis, can be used <br />for a variety of housing and service activities for persons with AIDS. Alameda County <br />administers the HOPWA program. for the county, under contract with the City of Oakland. The <br />City does not anticipate applying directly for HOPWA funds for FY 2002. <br />HUD Section 202lHUD Section 8ll Program Funds <br />These program funds are awarded on a competitive basis specifically for the development of <br />affordable housing for seniors (202) or for the disabled (811). In the past two years, the City <br />supported the American Baptist Homes of the West (ABHOW) application for HUD 202 funding <br />for a senior housing development and the Eden Housing application fox HUD 811 funding for a <br />developmentally disabled development. <br />HUD Section 8 Moderate Rehabilitation <br />Project-based Section 8 rental assistance is provided through the Alameda County Housing <br />Authority to eligible persons in San Leandro in conjunction with the rehabilitation of rental <br />housing. The City will support applications for funding by the Housing Authority. <br />Intermodal Surface Transportation Financing <br />In addition to ISTEA, there are several other federal transportation financing opportunities, <br />including the Congestion Mitigation and Air Quality Program, Transportation Enhancement <br />Activities, Bridge Replacement and Rehabilitation, Seismic Bridge Retrofit, Public Lands <br />Highways, Railroad Grade Crossings, Hazard Elimination Safety, and Emergency Relief <br />Program. <br />Older Americans Act Funds <br />These funds are administered by the Alameda County Area Agency on Aging to provide services <br />to senior citizens in Alameda County. <br />Shelter Plus Care Program <br />This program is designed to provide housing and supportive services on a long-term basis for <br />homeless persons with disabilities, primarily those with serious mental illness, chronic problems <br />with alcohol andlor drugs, and AIDS or related diseases who are living in places not intended for <br />human habitation (e.g., on the streets or in shelters). Program grants are made on a competitive <br />basis and come in the form of rental assistance payments. <br />Urban Park and Recreation Recovery Program Rehabilitation and Innovation Grants <br />These grants, available through the National Park Service, maybe used for neighborhood <br />recreation areas, facilities, and services. <br />Action Plan - FY2002 <br />City of San Leandro <br />Page 5 <br />
