Local Tax Revenues <br />Funds maybe used for a variety of community development-related areas to provide facilities <br />and services. <br />PRIVATE <br />Community Reinvestment Act (CRAB <br />Local lenders, under the Community Reinvestment Act (CRA) are encouraged to provide <br />favorable lending terms for projects which involve the provision and/or rehabilitation of <br />affordable rental and ownership housing. The federal Home Loan Bank (FHLB) of San <br />Francisco is also a source of funds for affordable housing acquisition. <br />LEVERAGING PLAN <br />For all housing and community development activities, San Leandro will support applications by <br />other entities to all public and private sources of financing that will improve the activities <br />outlined in the Five Year Strategic Plan. Federal funds will be leveraged with local funds, <br />including those from the Redevelopment Agency Housing Set-Aside. <br />MATCHING PLAN <br />Matching requirements of federal programs, such as HOME, will be satisfied with non-federal <br />sources. The HOME Program requires a 2S percent match to HOME-assisted projects. Eligible <br />sources of match include the value of waived fees, value of donated land, and cash from a non- <br />federal source such as Redevelopment Housing Set-Aside funds,. <br />PUBLICLY-OWNED LAND <br />The City of San Leandro Redevelopment Agency has the ability to acquire land as needed far the <br />purposes of development projects which may include xetail, commercial, industrial or residential <br />uses.
