i; <br />i <br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2002- 63 (1176/1428/1977) <br />A RESOLUTION CERTIFYING <br />THE FINAL ENVIRONMENTAL IMPACT REPORT <br />FOR THE SAN LEANDRO GENERAL PLAN UPDATE <br />RECITALS <br />1. The current San Leandro General Plan was adopted on March 20, 1989, and its <br />elements were periodically revised thereafter. <br />2. In 1998, the City Council determined that is was necessary and desirable to <br />comprehensively update the seven mandatory elements of the General Plan, and in October of <br />that year the City Council authorized the initiation of the update process. <br />3. In accordance with Section 65351 of the California Government Code, over a three <br />year period, the City has successfully facilitated public participation in the General Plan Update <br />process. The process has included citywide surveys, a "Town Meeting," a General Plan Fair for <br />the public, as well as the appointment of a 59-member General Plan Advisory Committee <br />("GPAC") in January 1999. The GPAC's charge was to develop a vision for San Leandro's <br />future, and craft the goals, policies, and actions that would form the heart of the General Plan <br />update. The GPAC and constituent subcommittees met more than eighty (80) times to guide the <br />development a draft of the new General Plan. This public participation program informed the <br />public of the on-going general plan update; obtained public input regarding major issues, <br />community objectives, and plan policies; provided the public with opportunities to evaluate <br />alternative plans and to participate in choosing the preferred alternative; informed decision <br />makers of public opinions; and worked towards community consensus. <br />4. Various background reports and documents also guided the preparation of an initial <br />draft of the General Plan Update. A citywide land use inventory was prepared, updated traffic <br />counts were assembled, a real estate market analysis was performed, and noise levels in different <br />neighborhoods were monitored. Reports documenting local demographics, visual conditions, <br />safety hazards, and natural resources were drafted. Several interim work products, including an <br />"Existing Conditions Report," and an "Options for the Future" workbook, were prepared. A <br />quarterly newsletter and periodic press releases provided status reports on the Plan as work <br />progressed. In late 2000, a summary of GPAC recommendations was mailed to every household <br />and business in San Leandro, containing a reply card for comments. More than 1400 responses <br />were received. In January 2001, three community meetings were held for the purpose of <br />obtaining input on the issues being addressed by the GPAC. <br />5. Based on the work of the GPAC, the various background reports and documents, <br />other background information, various public workshops and presentations conducted by City <br />staff and GPAC members, and subsequent meetings of other City committees and commissions, <br />the City issued a Public Review Draft of the General Plan Update in November 2001. <br />
