Impact M2: Accidental Releases -Some of the new light industrial uses <br />accommodated by the General Plan, such as biotechnology, may handle hazardous <br />materials, resulting in an increase in risk levels at some locations. Proposed General <br />Plan policies may not fully mitigate Impact M2 to a level of insignificance. DEIR pp. <br />IILM- 13-IILM-15. <br />Mitigation Measure M2: On an ongoing basis, the City of San Leandro Environmental <br />Services Division should coordinate with other City and County Departments (including <br />Planning, Business Development, and Fire) to confirm that new businesses in San <br />Leandro have complied with appropriate hazardous materials standards, and filed <br />required plans and documents. <br />Findin~• Changes or alterations have been required in, or incorporated into, the Project <br />that avoid or substantially lessen the significant effect identified in the EIR. <br />Rationale for Finding. The mitigation measure will avoid increased potential for <br />accidental releases of hazardous materials by ensuring that appropriate standards and <br />policies are enfoxced with respect to new businesses. <br />Impact M4: Increased Exposure to Existing Contamination -Adoption of the Plan <br />would promote redevelopment of older industrial sites, some of which may have residual <br />soil and/or groundwater contamination from previous site activities. Proposed General <br />Plan policies may not fully mitigate Impact M4 to a level of insignificance. DEIR pp. <br />III. M-16---IILM-19. <br />Mitigation Measure M4: Prior to redevelopment of sites where hazardous soil and/or <br />groundwater may be present, the City shall require a complete Phase I environmental <br />assessment to evaluate potential sources of contamination. Additional environmental <br />assessments and clean-up plans should be prepared as needed based on the findings. <br />Finding, Changes or alterations have been required in, or incorporated into, the Project <br />that avoid or substantially lessen the significant effect identified in the EIR. <br />Rationale for Finding.
