EXHIBIT A <br />WORK PROGRAM BETWEEN ClT1ZENS' HOUSING CORPORATION <br />AND CITY OF SAN LEANDRO <br />Upon approval of the City Community Development Director or designee, Contractor shall use the <br />HOME funds subject to this contract to fund the acquisition and rehabilitation of forty-six (46) housing <br />units located at 15320 Tropic Court, San Leandro, California. <br />2. Contractor shall have primary responsibility for carrying out all phases of the development, including, <br />but not limited to, securing additional financing, obtaining planning approvals, project design, <br />rehabilitation, and leasing and management. The Community Development Director or designee shall <br />approve the project budget before disbursement of the funds under this Agreement, and shall be <br />notified of any aggregate change in the project budget exceeding 15%. <br />If necessary to ensure the project's financial feasibility, and with the written permission of the <br />Development Services Director or designee, the Regulatory Agreement may be adjusted within the <br />limits allowed by HOME. <br />Contractor shall record against the property a Regulatory Agreement in the form of Exhibit F which <br />shall specify affordability and occupancy levels, term of affordability, maintenance and management <br />standards, and other related requirements. <br />5. Contractor shall provide Gity with quarterly progress reports beginning from the time of execution of <br />this Agreement until the date of initial occupancy, which is defined as the date the tenants occupy the <br />property after the completion of rehabilitation. <br />6. Contractor shall meet specific timelines for the following tasks: <br />Predevelopment Period <br />(secure permanent financing) December 2002 or July 2003 <br />b. Commencement of Construction January 2003 or August 2003 <br />If the timeline for these tasks is not met, the Community Development Director, or designee, at his or her <br />option, may declare an event of default pursuant to the procedures set forth in Section 6.02 of the Loan <br />Agreement. The timeline for these tasks may be changed upon prior written approval of the Community <br />Development Director, or designee. <br />7. The Developer shall complete the following work: <br />a. Interior Improvements <br />i. The Developer will rehabilitate the interior of individual apartments as needed. <br />Rehabilitation items may include new carpets, installing new appliances, new kitchen and bath fixtures, <br />
