^ Transitions (e.g. between different width segments and different speed segments); <br />^ Character of the surrounding neighborhoods; and, <br />^ Gateway treatments at entry points to the City. <br />CD+A will take the lead in synthesizing the work of this task and Tasks 3.2 and 3.3 into a draft <br />memorandum. This will include a review of the opportunity sites identified by the City. The draft <br />memorandum presented to City staff for review and comment. This work will guide the <br />development of the initial conceptual designs. <br />Work Products: <br />^ Draft Assets, Needs, and Opportunities Memorandum including graphic analysis <br />summarizing land use, urban design, and policy and regulatory assessment. <br />Task 3.2: Preliminary Economic and Real Estate Market <br />Assessment <br />Strategic Economics will perform qualitative and quantitative research into local demographic <br />and real estate market conditions. This research will consist of interviews with local commercial <br />and residential real estate brokers and other key informants, as well as analysis of transactional <br />data available from First American Real Estate Solutions and demographic characteristics <br />available from US Census 2000 and Claritus projections. Strategic Economics will then provide a <br />preliminary assessment of the general feasibility of different land uses along the East 14`~ Street <br />Corridor. <br />Strategic Economics will also survey recent successful development projects in San Leandro, and <br />other cities as appropriate, for possible applicability to the E. 14"' Street Corridor. Strategic <br />Economics will interview developers, construction companies and planning staff to obtain key <br />site and building characteristics, as well as costs and financing specifications. Based on this <br />research, Strategic Economics will create a menu of possible building and use prototypes that <br />have good potential for the different opportunity sites. These prototypes will include such key <br />development feasibility factors as parking ratios and amount of retail square footage. This will <br />assist Staff and the community in conceptualizing not only what kinds of uses, but also what <br />types of building formats and site configurations are generally possible for the opportunity sites. <br />As a part of this task, CD+A and Strategic Economics will attend a meeting with City Staff and <br />members of the development community. In addition, CD+A (Erickson and Kronemeyer) and <br />Strategic Economics (Belzer and Breznau) will attend SAAC Meeting #2 to review the work of <br />this task; the potential of inviting speakers from the development community will also be <br />explored. <br />Work Products: <br />^ Brief memo summarizing the results of all demographic and real estate market <br />research, as well as describing probable use and building development prototypes. <br />^ Financial models showing feasibility of various development programs for each site. <br />EXHIBIT A Page 4 of 14 <br />AGRE\EXHIBITA.DOC (Word 6.0) <br />
