FOR <br />THE ANNUAL SIDEWALK PROGRAM 2009-10, PROJECT NO. 09-144-36-006 <br />SUMMARY AND RECOMMENDATION <br />This project provides for removal and replacement of damaged concrete sidewalk, driveway <br />approaches, curbs, and gutters throughout the city. <br />Staff recommends award of contract to Spencon Construction, Inc. in the amount $227,250 for <br />the subject project. <br />BACKGROUND <br />Property owners are required by both the State Highway Code and San Leandro Municipal Code <br />to maintain the sidewalks along their frontage. However, the City operates a sidewalk repair <br />program, described in Title 8 of the San Leandro Administrative Code, which repairs sidewalk <br />damage under specific guidelines. Minor defects are ground or patched at no (direct) charge to <br />property owners. Larger defects that require removal and replacement of the concrete are also <br />repaired under the program, but the property owner adjacent to such a defect must reimburse the <br />City for the full construction cost unless a street tree is the cause of damage. Property owners <br />are only responsible to pay for half the construction cost for damage caused by a street tree. <br />Analysis <br />A total of three (3) bids were received on August 17, 2009. The bids ranged from $227,250 to <br />$273,350, with Spencon Construction, Inc. submitting the lowest bid in the amount of $227,250, <br />which has been determined to be a responsive bid. <br />
