Hollister <br />City Manager <br />RESOLUTION FOR APPROPRIATION OF FUNDS FOR BAY TRAIL SHORELINE RIPRAP <br />REPAIRS, PROJECT NO. 09-147-42-148. <br />SUMMARY AND RECOMMENDATION: <br />Staff recommends appropriation of grant funds in the amount of $306,090 for the subject project. <br />BACKGROUND <br />The severe storms that occurred during the incident period of December 2005 through January <br />2006 produced heavy rainfall and strong winds. The combination of heavy rainfall, strong <br />winds, high tide and wave action caused erosion of the levee slope and undermined the <br />embankment sections of the levee in the San Leandro Shoreline area that run along the eastern <br />shore of the San Francisco Bay and also along an interior levee that separates North Marsh and <br />Bunker Marsh. The roadway on these levees serves as both a segment of the San Francisco Bay <br />Trail and as an emergency egress route for the Heron Bay development. <br />The City of San Leandro declared a local emergency and utilized the services of a contractor to <br />perform the emergency repairs where the damage was most severe. Other damaged areas require <br />detailed design, regulatory permitting, and competitive bidding. <br />The City of San Leandro, through the Governor's Office of Emergency Services (OES), applied <br />for Federal Emergency Management Agency (FEMA) funding under the Public Assistance <br />Program for the project. FEMA obligated the scope of work by its letter dated August 11, 2008. <br />Due to the requirements associated with the presence of federal endangered species, permit <br />repair work must be constructed only in the period between September and January. <br />
