DRAFT MINUTES <br /> Page 12 <br />City of San Leandro City Council, San Leandro Hillside Geologic Hazard Abatement District, and San Leandro <br />July 20, 2009 <br />Redevelopment Agency Joint Meeting <br /> <br /> <br />Councilmember Prola reported on the recent meeting of the Alameda County Mosquito <br />Abatement District. He reported that the District has entered into agreements with its <br />14 employees. He gave an update on the spread of West Nile Virus, reporting that six <br />dead birds have been found within a one-block area of Livermore this year. <br />Councilmember Prola also reported on the meeting of the Airport Noise Forum, and a <br />meeting at the Alameda County Registrar of Voters on ranked choice voting. <br /> <br />Vice Mayor Starosciak reported on the recent meeting of the League of California Cities <br />East Bay Division. Dinner was held at Paradiso, and a presentation by the East Bay <br />Economic Development Alliance was held at the Zocalo Coffee House. She remarked <br />that it was an opportunity for San Leandro to showcase its local businesses. <br /> <br />Mayor Santos reported on recent meetings of the East Bay Dischargers Authority <br />At the last <br />ACTIA meeting, there was discussion regarding eliminating the proposed BART airport <br />connector project. Mayor Santos reported that at the Association of Bay Area <br />Governments (ABAG) meeting, the Board issued certifications reen <br />Government agencies, reviewed the requirements of SB 375 and AB 32, and <br />considered model resolutions for gun regulations. <br /> <br /> <br />B.Reports on Conferences and Seminars <br /> <br />Councilmember Souza reported that she attended Rebuilding CaliforniaFrom the <br />Ground Up, a two-day local government summit on State governance and fiscal reform. <br />The summit attracted about 500 to 700 attendees, mostly elected officials. The <br />attendees identified the following issues it would like the coalition to focus on: protect <br />local resources; reform term limits; approve local taxes with a two-thirds vote; and <br />require new funding sources for statewide ballot measures that impose new obligations. <br />Councilmember Souza commented that the summit featured a scrolling display of <br />Twitter and text messages from participants that were shown on a large screen. She <br />urged the Council to visit the Facebook page for Rebuilding CaliforniaFrom the <br />Ground Up. <br /> <br />Councilmember Gregory also attended Rebuilding CaliforniaFrom the Ground Up, <br />and reported that summit attendees discussed the possibility of holding a California <br />Constitutional Convention, which was last done in 1879. He commented that it was a <br />day and a half well spent, with lots of energy and great speakers. He added that many <br />people have lost confidence in State government, and it is time to fix it. <br /> <br />Mayor Santos commented on the survey results from the Rebuilding CaliforniaFrom <br />the Ground Up summit.
